Our struggle here is drawing to a close. I presume both sides would like to avoid further loss of life. The Empire-- the Regency, as you call us-- certainly would. I myself grow weary of slaughter, especially this senseless murder of my soldiers.

This can be ended. I do not have the credentials necessary to surrender. You do. Call off this useless struggle. Your people will be returned to you.

Of course, if you have questions, I beg you to ask them while we have the time. This transference into your network will not last for long.

It is our understanding that you have put decisions to a vote before. That you have chosen peace over slaughter. I ask you to do it again.

Calling that vote anything close to organized or valid in any way. Some votes weren't even swayed by our real opinions on peace; the whole thing was just a desperate scrabble to impress and please other COST members.

I can't have the lives of the detained be wagered on the votes of fools. Please allow solo surrenders.

What would that accomplish? I wish it were so simple, but it would only lead to my replacement with an operative far less willing to entertain thoughts of peace and exchange. You are rather lucky merciful minds were overseeing this stage of operations.

I'm thankful that you're the one to receive us, but wouldn't allowing solo surrenders would thin the ranks and chip holes in the integrity of the team? It'd be a strategical weakening of an already weak rebellion.

How long are you giving us to accomplish something like this?

I wish that I was in a position of unilateral mercy, where I could offer without thinking of my own gains. I am not. What would individual surrender accomplish?

It's as I outlined in my last message. You could wipe out an entire COST cell, while picking information from the surrendering members.

We're tired, injured, and low on morale. You know that already.

I am quite flattered you think us capable of obliterating you out of hand. No doubt it has been considered. The order has not come down yet. More reason to band together in the auspices of peace, while you have the chance.

Would my asking to speak with one of the abducted would be too much, before the decisions have been made?

I will see what I can do. But you must understand, most of them trust us even less than your comrades. They will accuse me of it being some trap, and likely refuse out of hand.
